Vladimir Mulciber
Vladimir Mulciber hails from a solidly middle-class pureblood family in London. Like most middle-class people, they have strived very hard to appear better-off then they actually are. Vladimir was the middle child and the only boy among his siblings. His mother was a healer in St. Mungos, and his father worked in the Ministry. He did not know the exact nature of his father’s work. In years to come, he would be told that his father was an Unmentionable who worked in the Department of Mysteries.
The Mulcibers were a conservative family. Subjects like religion and politics were usually discussed in the dinner table, but their father’s word was law. Their father held that the current trend of Ministry policies that catered to muggles and muggle-borns are what was bringing this country down. In his opinion, the good Lord gave wizards magic for a reason, and that was to assert their natural superiority.
In school, the Mulcibers had all been sorted to Slytherin, except for their mother who had come from Gryffindor. Vladimir had not been very popular, choosing instead to stick to a small clique of Slytherins. He was a slightly-above-average student whose marks were enough to earn him a job in the Ministry.
After half a year working a desk job, he was transferred to the Department of Mysteries where he was set to study the technicalities of Unforgivable curses, specifically the Imperius Curse, because the Ministry did not know what to do with employees who had opposing opinions with high-ranking officials and was rumored to be good with the dark arts.
Not long after that, old schoolmates came to visit him more often. Sooner or later, Vladimir had been inducted into the Death Eaters, but kept his cover as an in-Ministry spy for the Dark Lord. He specializes in the Imperius Curse, and prefers to boggle muggle authorities by having a victim stab himself twenty-seven times with one knife while locked in a windowless room.
The rest is (thankfully) canon.

Mulciber has brown eyes and brown hair, but is suffering from male-pattern baldness. He tried to compensate by growing himself a goatee before, and then gave that up because it made him look like someone’s grand vizier. He’s half a foot taller than Lucius.
He thinks of himself as a well-likable person, and very seldom does he try to openly look for a confrontation. He does not bother arguing much, because a quick Imperius ensures that all parties will eventually see things his way.
He carries most of his father’s stubborn prejudices, especially when it comes to blood-purity and politics. He tries to stay away from the subject of religion as much as possible, and lies about his non-existent prayer habits.
He finds Snape arrogant, and secretly dislikes Lucius Malfoy, but is willing to suck up to anyone to get in the Dark Lord’s good graces. He is vaguely frightened of Bellatrix’s unpredictability, but enjoys speaking to the woman during her more stable phases.
Mulciber finds a perverted joy in criticizing popular music.
Somewhere along his life, Mulciber suspects himself of being a homosexual, but finds the thought unappealingly unfashionable at his age.
